The Missile Defense Agency awarded a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to ITI Solutions, Inc. on December 29, 2025, under the Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) program. This $151 billion contract, utilizing full and open competition with no set-asides, extends through December 28, 2035, and represents a comprehensive, multi-domain defense procurement mechanism. ITI Solutions, an SBA-certified 8(a) small business, will provide all necessary materials, labor, equipment, and facilities to support the contract's objectives. As a prime contractor, ITI will be positioned to compete for task and delivery orders issued under this indefinite delivery vehicle, which allows the Missile Defense Agency and other Department of Defense entities to rapidly access specialized capabilities through a flexible contracting structure.
The SHIELD IDIQ contract procures an advanced, multi-domain defense system architecture designed to detect, track, intercept, and neutralize air, missile, space, cyber, and hybrid threats against the United States homeland, deployed forces, allies, and friends. Work areas encompass research and development, prototyping, disruptive technologies, systems engineering, weapon design, production, test and evaluation, cybersecurity, and modernization efforts across multiple classification levels and security domains. Individual task and delivery orders will utilize various contract types across multiple North American Industry Classification System (NAICS) codes and leverage advanced technologies including artificial intelligence, machine learning, digital engineering, and open systems architectures. The contract's 10-year period of performance, consisting of a base ordering period and optional ordering periods, supports the government's intent to award to all qualifying responsible sources submitting technically acceptable proposals with fair and reasonable pricing under Federal Acquisition Regulation 15.304(c)(1)(ii).
