Digital Salient Solutions LLC has been awarded a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract under the Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) program, funded by the Missile Defense Agency (MDA), a Defense department component. The contract, effective December 29, 2025, carries a ceiling value of $151 billion over a ten-year period extending through December 28, 2035. This multiple-award vehicle utilized full and open competition with no set-asides and was issued to all qualifying contractors determined to be responsible sources with technically acceptable proposals and fair and reasonable pricing. Under this IDIQ structure, the government will issue individual task and delivery orders for an advanced, multi-domain defense system designed to detect, track, intercept, and neutralize threats to United States homeland, deployed forces, allies, and friends across air, missile, space, cyber, and hybrid domains.
The contracted deliverables encompass comprehensive research and development, prototyping, disruptive technologies, systems engineering, weapon design, production, test and evaluation, cybersecurity, and modernization efforts to address ballistic missiles, hypersonic weapons, cruise missiles, and advanced aerial attacks across all phases of flight. Task and delivery orders will leverage advanced technologies including artificial intelligence, machine learning, digital engineering, and open systems architectures, with individual orders potentially issued at various classification levels requiring appropriate facility clearances. The contract vehicle is structured to support both classified and unclassified programs across multiple security domains and will utilize various contract types across multiple North American Industry Classification System (NAICS) codes, enabling the MDA and other Department of Defense entities to rapidly procure integrated, layered defense capabilities through a single flexible contracting mechanism.
