About this IDV

The Defense Microelectronics Activity awarded an Indefinite Delivery Contract to Caes Systems LLC on April 1, 2016, with a ceiling of $17.471 billion as one of multiple awardees under the Advanced Technology Support Program IV (ATSP4). This is a full-and-open, multiple-award vehicle with an ultimate completion date of March 31, 2026.

ATSP4 is a uniform technical and management approach leveraging advanced microelectronics technologies to meet Department of Defense requirements for rapid capability across technology development, acquisition, and long-term support. The program addresses ultra-low-volume component solutions, trusted microelectronics supply assurance, obsolescence management, and performance enhancement of aging weapon systems through development and insertion of advanced microelectronic technologies. Scope includes studies, analysis, design, software, simulation, fabrication, prototyping, integration, testing, producibility, and limited production for both hardware and software applications, encompassing technical interchange and resolution strategies in support of task accomplishment.

Place of performance is primarily Lansdale, Pennsylvania, with subordinate performance locations in Manitou Springs and Colorado Springs, Colorado; Richardson, Texas; and Ogden Air Force Base, Utah, as reflected in recent delivery orders.

Recent task orders issued under this IDIQ span Naval Air Systems Command, Air Force Research Laboratory, Naval Air Warfare Center, Office of Naval Research, Defense Microelectronics Activity, and Electronic Systems Center. A $1.98 million firm fixed-price order for microelectronic capability solutions supporting the NAVAIR Rotorcraft Antenna & Tuner System (RATS) upgrade was issued April 9, 2025, with completion June 30, 2026. Delivery orders address electronic warfare system modernization (ALQ-99 Tactical Jamming System maintenance), advanced circuit card technology for wideband digital antenna arrays, advanced technology antenna development for electronic warfare communications systems, microelectronics-based hypersonic system communications, MILSTAR satellite system obsolescence resolution, and AN/SPY-1 radar transmitter modernization using gallium nitride technology.

Description

ATSP4 is a uniform technical and management approach that leverages advanced technologies to meet the requirements of the department of defense (DOD) for a quick reaction capability across the entire spectrum of technology development, acquisition, and long-term support. This capability includes the development of appropriate solutions to keep a system operational, elevate sophistication level, or meet new threats. These efforts may include developing components to meet the dods requirements for ultra-low volumes, extending component availability, or ensuring a trusted, assured, and secure supply of microelectronics; also included will be the intelligent and rapid application of advanced technologies in new applications and to add needed performance enhancements to DOD weapon systems in response to traditional and irregular (asymmetric) threats and to the problems related to aging weapon systems. Increasing warfighter capabilities and providing solutions to electronics support problems such as, reliability, maintainability and obsolescence are accomplished through the development and insertion of applications of advanced microelectronics technologies. ATSP4 includes the use of state of the practice and/or legacy technologies to provide solutions. The scope of ATSP4 covers both hardware and software and includes studies, analysis, design, software, simulation, fabrication, prototyping, integration, testing, producibility, and limited production. The scope of ATSP4 also includes the development of viable methods and procedures for using available tools and resources, strategies for resolution of replacement alternatives, and technical interchange in support of task accomplishment.
