The Centers for Medicare and Medicaid Services (CMS), a civilian agency within the U.S. Department of Health and Human Services (HHS), awarded an Indefinite Delivery Contract (IDC) under the Strategic Partners Acquisition Readiness Contract (SPARC) program to Next Phase Solutions and Services, Inc., an economically disadvantaged woman-owned small business. The $1 billion SPARC IDIQ allows CMS and other HHS Operating Divisions to procure IT services spanning the enterprise performance life cycle, including initiation, concept, planning, requirements, design, development, testing, SCA, IV&V, maintenance, and support services.
Under this contract, Next Phase Solutions has been awarded two delivery orders totaling over $142 million to provide master data management (MDM) and enterprise data lake (EDL) services to support CMS initiatives. The first $35.1 million fixed-price order runs through September 2025, while the second $107.5 million cost-plus-award-fee order extends through February 2027. As the prime contractor, Next Phase Solutions will leverage its expertise in data analytics and IT services to the civilian healthcare agency. No set-asides were used for these orders issued under the SPARC IDIQ vehicle.
