About this IDV

The Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) awarded an Indefinite Delivery Contract (IDC) under the Strategic Partners Acquisition Readiness Contract (SPARC) program to International Software Systems Inc. (ISSI), a minority-owned small disadvantaged business. The SPARC IDC has a potential value of $1,000 and a period of performance running until February 20, 2027. The contract vehicle is intended to provide CMS and other HHS Operating Divisions with a wide range of IT services across the enterprise performance life cycle, including initiation, concept and planning, requirements, design, development, testing, Systems Certification and Accreditation (SCA), Independent Verification and Validation (IV&V), maintenance, and SPARC program support services. ISSI, as the prime contractor, has experience delivering similar IT solutions and services to federal agencies, including software licenses and maintenance, learning management systems, and international flight data processing systems.

The SPARC IDC was awarded without a set-aside and is a multiple award contract. CMS and other HHS agencies can utilize task orders under this contract vehicle to procure the full scope of IT services and solutions outlined in the description. While the $1,000 value represents the minimum guarantee, the overall contract has a significantly higher potential value due to the broad nature of services that can be ordered against it over its 10-year term.
