About this IDV

The Strategic Partners Acquisition Readiness Contract (SPARC) is a multiple award IDV awarded by the Centers for Medicare and Medicaid Services within the Department of Health and Human Services in 2016. With a potential value of $1 billion and a period of performance through 2027, SPARC is intended to serve as the primary contract vehicle for CMS IT systems development and support services across the entire IT project lifecycle. SPARC may also be utilized by other HHS operating divisions to procure IT services in support of their programs.

Starry Associates, Inc., a woman-owned small business, has received delivery orders against SPARC to provide various IT services to HHS. Through its Multiple Award Schedule contract valued at $127.8 million, Starry Associates supports systems such as the Managing Accounting for Credit Cards System and Financial Business Intelligence System, used by HHS offices for financial management, credit card programs, and transportation functions. Services have included software licenses, maintenance, migration, enhancements, and vulnerability mitigation. Delivery orders to Starry Associates have ranged from $27,000 to $32.4 million for work performed in Maryland.
