The Strategic Partners Acquisition Readiness Contract (SPARC) is an indefinite delivery/indefinite quantity multiple award contract issued by the Department of Health and Human Services to provide information technology services across the enterprise performance life cycle. SPARC functions as the primary contract vehicle for Centers for Medicare and Medicaid Services IT systems and support, and is also available to other HHS operating divisions.
Turningpoint-Dsfederal JV LLC has been awarded multiple delivery orders against SPARC to deliver a range of IT services. This includes the HCUP Central Distributor Ordering and Records System for $5.68M to provide ordering and recordkeeping support for the Healthcare Cost and Utilization Project database. Independent verification and validation services are being delivered for the Marketplace Systems Center for $2.39M and web content management and development support for CMS websites and initiatives for $5.30M. An additional delivery order for $10.0M is supporting the C3 Help Desk. A $1.03M order was also placed for an assessment of the National Practitioner Data Bank system. Places of performance include Maryland, Washington D.C. and Virginia through completion dates ranging from June 2023 to February 2027. Set asides include woman-owned small business, competitive 8(a), and 8(a) sole source designations.
