Open Mission Systems and Universal Command and Control Interface Standards Mangement and Pre-planned Product Improvement
The subject contract is a multiple award indefinite-delivery/indefinite-quantity contract that provides for a collaborative working group of a variety of industry partners to work as a single extended entity to develop, evolve, update via Pre-planned Product Improvement (P3I) initiatives, manage, and provide configuration control of the Open Mission Systems and Universal Command and Control Interface standards, collectively referred to as the Open Architecture standards. The collaborative working group shall assist and coordinate with program offices adopting and using the OA Standards and address and respond to the opinions of independent assessments of Federally Funded Research and Development Centers (FFRDCs) and other entities which are often leveraged by the Air Force. The Cost Plus Fixed Fee (CPFF) contract type, for the Open Architecture Standards, is the most appropriate based upon the uncertainties involved in contract performance of developing, updating and managing the OA standards effort required. The Government, nor the contractors, can accurately predict the level of support that will be required for these tasks, and therefore, costs cannot be estimated with sufficient accuracy to use any type of fixed price contract. The Firm Fixed Price (FFP) contract type could be used, for the P3I and Studies CLINS, if the requirements are well defined and the deliverables can be provided at a specific time and place. However, if the requirements are not well defined, then the CPFF contract type would be the most appropriate for the P3I and Studies CLINs.. Awarded Vendors: General Atomics Aeronautical.
