The 9th Contracting Squadron will be soliciting an Electrical Multiple Award Construction Contract (E-MACC). The E-MACC will be an Indefinite-Delivery Indefinite-Quantity contract for design-bid-build, concept design-build, and design-build construction projects that shall be awarded via individual task orders. This acquisition will be set aside for Service-Disable Veteran-Owned Small Businesses (SDVOSB), Woman-Owned Small Businesses (WOSB), HUBZone entities, and Small Businesses (SB). Status as a SDVOSB concern is determined in accordance with 13 CFR Parts 125.8 through 125.13 Status as a WOSB concern eligible under the WOSB Program is determined in accordance with 13 CFR part 127. Status as a qualified HUBZone small business concern is determined in accordance with 13 CFR part 126. Status as a SB is determined in accordance with 13 CFR Part 121. The intent is to make four (4) awards; however, more awards may be made if determined to be in the best interest of the Government.Task orders will provide a vehicle for execution of a broad range of projects including, but not limited to construction, repair, replacement and installation of various electrical distribution components including overhead, underground, and facilities electrical distribution systems. In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure.The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual task order. Contractor efforts may also include design, and work as described in the Statement of Work (SOW) of individual task orders.Locations of work will be at Beale AFB, CA, and satellite locations.The cumulative E-MACC value (combined value of all task orders from all awarded contracts) is not to exceed $48 million over a five-year period. The value of individual task orders ranges from $2 thousand to $48 million.The ordering period is expected to be one (1) five (5) year period beginning 01 October 2016 and ending 30 September 2021.Work to be performed under the E-MACC will be within the North American Industry Classification System (NAICS) code 237130 "Power and Communication Line and Related Structures". The small business size standard is $36.5 million.The solicitation is expected to be issued on or around 05 May 2016. The closing date and time for submission of offers will be contained in the solicitation package. Multiple Award Exterior Electrical IDIQ SOURCES SOUGHT: The 9th Contracting Squadron at Beale Air Force Base, CA 95903 is seeking potential sources capable of providing a wide spectrum of construction, repair, replacement and installation of various electrical distribution components for low, medium and high (69 kV) voltage work. Contractors should also indicate any in-house design capabilities, teaming arrangements, partnerships etc. with Architect-Engineering firms and/or registered professional engineers. A draft Statement of Work is provided with this notice along with a Market Research Questionaire for the purpose of industry review and input. The Sources Sought Notice is also to identify potential small, bondable and experienced prime contractors and their socio-economic status. Interested potential offerors should demonstrate their capability to perform as the prime contractor for a Multiple Award Exterior Electrical Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Multiple awardees generally compete with each other for task orders. All contract work will be completed through individual task orders awarded for individual projects that will be performed in accordance with individual task order requirements, specifications and drawings or with the set of master specifications issued with the successful offerors Task Order Contract. The anticipated IDIQ contract will consist of a base award period of one (1) calendar year, and four (4) one-year option periods. THIS IS A SOURCES SOUGHT NOTICE ONLY. It does not constitute an Invitation for Bids, Request for Proposal/Quotations and is not to be construed as a commitment by the government to to issue a contract or otherwise pay for the information solicited. Our intention is to advertise this as a small business set-aside if a sufficient number of responsible, qualified small businesses express an interest based on this sources sought notice. FINAL SOLICITATION NOTICETHIS IS THE FORMAL SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204The 9th Contracting Squadron, Beale Air Force Base, California, is planning to contract with firms to perform a variety of projects including, but not limited to construction, repair, replacement, and installation of various electrical distribution components including overhead, underground, and facilities electrical distribution systems under an Electrical Multiple Award Construction Contract (E-MACC) at Beale Air Force Base, California, and satellite locations.Source selection procedures will be followed as prescribed in FAR Part 15 and FAR Supplements. The contracts are contemplated to be Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) pricing arrangements.
