THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT TO AVITURE TO PROVIDE THE AIR FORCE RECRUITING SERVICES GLOBAL RECRUITING APPLICATION. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to Aviture, 8802 S. 135th St #500, Omaha, NE 68138 under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for one (1) base period and two (2) option periods from 18 Jan 19 - 15 Dec 20. The NAICS Code is 541519; size standard $27.5M. The anticipated award to Aviture shall provide commercial Software as a Service(SaaS) and consulting services on a for software coding, programming, and materials to field a mobile Air Force Recruiting Application utilizing commercially available mobile application platforms. Aviture is continuing follow-on work on a mobile software application and related content to integrate Air Force Global Recruiting and Basic Military Training (BMT), marketing, recruiting and force development initiatives with artificial intelligence (AI) driven data analytics engine. The resultant application will be delivered as means for the public to access Air Force interactive resources, retrieve public Air Force service information and providing an interactive method of enlisting for Air Force, scheduling formal training, allowing family & service member interaction. The overall purpose is to informally interest citizens into formal military service and integrate 3rd party public facing systems (i.e. AFWINS, AFRISS, and AFConnect) into a seamless mobile online continuum for active service members. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses submitted in response to this notice shall include the following: a. Description of how the interested party plans to provide access to, maintenance for, and sustainment of the AFRS Global Recruiting Application. b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDCOSB), Small Business, Large Business, etc.) To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 2:00 PM (Central Standard Time) on 4 JAN 19.
