Development and Delivery of the National Highway Institute's Transportation Planning and Environment Training
Added: Jan 08, 2015 12:40 pm This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition. The solicitation will be in support of the FHWA Office of Technical Services' (OTS) National Highway Institute (NHI) for the development, update, and delivery of training courses in the subject areas of Transportation Planning and Environment. The National Highway Institute is the training and education arm of the Federal Highway Administration; and as such, plays a vital role in the FHWA's overall effort to provide training in new and evolving highway related technologies. The NHI website (www.nhi.fhwa.dot.gov/) provides a listing of current training courses in the Transportation Planning and Environment program areas, as well as information on resources, training philosophy, instructor standards, and the NHI Style Guide. Transportation Planning: The public is the primary beneficiary of the nation's intermodal transportation system built to serve public mobility and productivity. Transportation decisions need to be made in an environmentally sensitive way, using a comprehensive planning process that involves the public and considers land use, development, safety, and security. Transportation planners undertake a comprehensive analysis and evaluation of the potential impact of transportation plans and programs while addressing the aspirations and concerns of the society served by these plans and programs. Planners examine past, present, and prospective trends and issues associated with the demand for the movement of people, goods, and information at local, rural, tribal, metropolitan, statewide, national, and international levels.Topics in Transportation Planning include, but are not limited to: Canada/U.S. Border Transportation Planning Census IssuesCongestion Management ProcessCoordinated Border Infrastructure ProgramEconomic analysisEconomic DevelopmentFreight PlanningGIS and spatial analysisLand Use and TransportationLivability InitiativeMetropolitan PlanningMexico/U.S. Border Transportation PlanningNational Highway SystemOperations and PlanningPerformance Based PlanningPlanning ProcessesPublic Involvement Rural and Small Community PlanningSafety PlanningScenario Planning and Visualization in TransportationSmart Growth and CommunitiesStatewide PlanningTools for PlanningTransportation and freight forecastingTravel Model Improvement ProgramTravel surveysTribal PlanningMore information on Transportation Planning is available by visiting: http://www.fhwa.dot.gov/hep/index.htmTransportation Environment: Before any project can move forward to construction, the FHWA must address and comply with environmental laws and regulations. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get complete this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project.Topics in Transportation Environment include, but are not limited to:Air QualityBicycle and Pedestrian ProgramClimate ChangeEnvironmental JusticeEnvironmental Review Toolkit Exemplary Human Environment InitiativesGIS and spatial analysisHighway Traffic NoiseHuman EnvironmentNatural EnvironmentPublic Involvement Re: NEPA ForumRecreational Trails ProgramSmart GrowthTransportation EnhancementsMore information on Transportation Environment is available by visiting: http://www.fhwa.dot.gov/hep/index.htmThe solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award multiple ID/IQ Contracts under which firm-fixed price Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 611430 with a size standard of $11 Million. This synopsis is not a request for competitive proposals.
