This requires an understanding of the current state of science as well as an intimate knowledge of newly emerging scientific and technical methodologies to support recommendations for future directions NOAA should take into consideration while laying out its strategic plan to meet its mission goals. NOAA requires independent scientific, technical, and policy guidance from scientists and others in a variety of environmental and public policy issues through the conduct of scientific studies which result in a compilation of written reports and their associated meeteings. In addition to studies mandated by congressional language, NOAA requires studies whose scientific findings and/or recommendations will have implications for policy or budget decisions NOAA may wish to make available to congress or other decision makers and which, thereore, require a very high level of audience acceptance. The national academy of science is the only source that provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet NOAA's program requirements. Some broad topic areas that may be studied, but are not necessarily all inclusive, are ecosystems climate weather and water and commerce and transportation.
