THE SUPPORT THAT AUGMENTS RAPID TRANSITION (START) INDEFINITE QUANTITY CONTRACT (IQC) PROVIDES THE OFFICE OF TRANSITION INITIATIVES (OTI) WITH THE MEANS TO SUPPORT U.S. FOREIGN POLICY OBJECTIVES VIA TARGETED, SHORT-TERM ASSISTANCE IN PRIORITY COUNTRIES EXPERIENCING RECENT TRANSITION, INSTABILITY, OR CRISIS. OTI S COUNTRY PROGRAM TEAM, COMPRISED OF OTI AND CONTRACTOR PERSONNEL, WILL WORK ON THE GROUND TO PROVIDE FAST, FLEXIBLE PROGRAMMING AND LOGISTICAL SUPPORT TARGETED AT KEY POLITICAL TRANSITION AND STABILIZATION NEEDS. THROUGH SPECIFIC TASK ORDERS (TOS), THE CONTRACTOR WILL ESTABLISH, STAFF, MANAGE, OPERATE, AND SUPPORT A FLEXIBLE, QUICK-RESPONSE MECHANISM CAPABLE OF PROGRAM ASSESSMENT AND PROGRAM MANAGEMENT, INCLUDING ADMINISTERING AND IMPLEMENTING OPERATIONAL AND LOGISTICAL SUPPORT TO OTI S WASHINGTON AND FIELD TEAMS, WHEN THE ENGAGEMENT AND DEPLOYMENT OF LONGER TERM MECHANISMS ARE NOT APPROPRIATE.
