SECTOR II, CAPACITY BUILDING, WILL ENHANCE MANAGEMENT CAPACITY, SKILLS AND LEADERSHIP OF NATIONAL AND SUB-NATIONAL INSTITUTIONS TO DELIVER INTEGRATED, SUSTAINABLE HIV/AIDS SERVICES AT SCALE. STRENGTHENING CAPACITY OF INDIGENOUS INSTITUTIONS INVOLVED IN HIV/AIDS SERVICE DELIVERY IS ESSENTIAL TO ACHIEVING RAPID SCALE-UP AND RESULTS, AND TO ENSURING LONG-TERM SUSTAINABILITY OF EMERGENCY PLAN-ASSISTED SERVICES.
