THE OBJECTIVE OF THIS INDEFINITE QUANTITY CONTRACT (IQC) IS TO PROVIDE THE OFFICE OF TRANSITION INITIATIVES (OTI) WITH THE MEANS TO SUPPORT U.S. FOREIGN POLICY OBJECTIVES BY HELPING LOCAL PARTNERS ADVANCE PEACE AND DEMOCRACY IN PRIORITY COUNTRIES IN CRISIS.
