About this IDV
NASA awarded a multiple-award IDIQ to E.L.C.I. Construction Group, Inc., a woman-owned small business, with a $100 million ceiling and ultimate completion date of April 23, 2027, effective October 24, 2017. The contract is set aside for woman-owned small business and is one of a maximum of twenty-four regional IDIQs comprising MACC-II (Multiple Award Construction Contract Two).
Place of performance encompasses John C. Stennis Space Center in Mississippi, Johnson Space Center in Texas including White Sands Test Facility, Kennedy Space Center in Florida, and Marshall Space Flight Center in Alabama including Michoud Assembly Facility. Other NASA centers and federal tenants at NASA facilities may utilize MACC-II with SSC procurement officer approval.
The IDIQ supports general construction, alteration, modification, maintenance and repair, demolition, design-build, and new construction of buildings, facilities, and real property. MACC-II also provides emergency response capacity for natural disasters and emergencies. The contract is not a requirements contract and therefore not mandatory; it is intended to provide flexible construction contracting for participating centers. The solicitation included four seed projects with initial model task orders, one for each of the four primary centers.
Task-order activity under this IDIQ includes a $967,838 total small business set-aside delivery order from NASA's Goddard Space Flight Center awarded September 13, 2021, for construction of new office space for the Sounding Rockets Program Office at Wallops Flight Facility in Virginia. Earlier orders include rehabilitation of the E-Complex deluge water system at Stennis Space Center (awarded August 30, 2018) and a $5,000 woman-owned small business set-aside safety and health requirements order issued November 1, 2017.
