Request for Information - Center Administrative Support Services (CASS II)
The National Aeronautics and Space Administration’s (NASA) George C. Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources for Center Administrative Support Services at MSFC and Michoud Assembly Facility. The existing effort is currently being performed under NASA MSFC Contract NNM16AA10C by the incumbent contractor, Hanks, Hanks, and Associates, LLC, Washington, DC 20005. The current period of performance for this contract expires December 31, 2020.
NASA/MSFC is seeking capabilities from a certified 8(a) Small Businesses to satisfy the government’s requirements under a follow-on procurement. The Solicitation, Evaluation, and Award will reflect the intention to award to an 8(a) Small Business.
Purpose: This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future nor commit the Government to contract for any supply or service. Further, NASA/MSFC is not seeking proposals at this time and will not accept unsolicited proposals.
Firms are advised that the Government will not pay for any information received or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding firm’s expense.
All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. 1.0 Description
The Agency’s Office of Human Capital (OHC) is seeking information regarding administrative support services. The services include but are not limited to: administrative support including clerical services, administrative services, and records maintenance services.
Specific service requirements include:
Management, performance, and completion of all Performance Work Statement (PWS) requirements for the organization
Entry-level, intermediate, advanced, and expert proficiency in Microsoft Office products, Web-based applications, and data bases
Overall dynamic flexibility, excellent interpersonal skills, project coordination, and the ability to work well with all levels of external / internal management and staff
Administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll
Clerical expertise in independently processing the most complicated types of personnel actions, e.g., temporary employment, rehires, and dismissals
Analysis of statistical workforce information for reporting requirements
Complex integration with data from automated systems
Support of human resource professionals. that require expert knowledge of personnel procedures, guides, and precedents
Administrative and human resource support functions for the Organization assigned, including support services, administration, human resources, logistics and a variety of other administrative matters
Supervisory and employee assistance in interpreting personnel policies, regulations, and procedures
Travel planning, preparation, processing, routing, and arranging to include: foreign, domestic, invitational, sponsored, and constructive travel from start to finish
2.0 Requested Information
Interested firms are requested to provide a submission addressing the following information:
Ability to meet or exceed the technical services and requirements in Section 1.0 above
Interest in submitting a proposal for these services and requirements
Recommendations on acquisition type(s) including, but not limited to, a single or multiple award (e.g., regionalized) approach with associated rationale
Recommended contract type (e.g., fixed price, cost reimbursement), and structure (e.g., mission services; mission and indefinite-delivery, indefinite-quantity (IDIQ); all IDIQ) with associated rationale
Summary of corporate capabilities and experience in providing this type of support
Any other potential low-cost high quality performance solution alternatives
3.0 Response Instructions
Specific instructions for submitting responses are provided below.
3.1 General Response Details:
3.1.1 The RFI response should be comprised of one technical volume (see RFI Section 3.2), one cover sheet, and the RFI Attachment A, Informational Form. Responses should not exceed five pages (one cover sheet and four technical volume pages). Responses to the technical volume should be provided in Microsoft (MS) Word 2016 or later and be single spaced utilizing Times New Roman 12-point font. Attachment A, an MS Excel spreadsheet contains two tabs and utilizes Time New Roman 8-point font. Attachment A should remain in Times New Roman 8-point font and when printed by the Government, should fit to one 8½ x 14 page. Column and row sizes should not be changed. Attachment A is excluded from the page limitation. The Excel spreadsheet should be submitted unlocked and be formattable. No additional data other than the information requested should be included in the attachment.
3.1.2 The cover sheet should include the following as a minimum: Name, mailing address, phone number, and e-mail of designated point of contact.
3.1.3 Providing data/information that is limited or restricted for use by NASA would be of little value and such restricted/limited data/information is not solicited.
3.2 Technical Response Details: The technical volume should provide the information requested in Sections 1.0 and 2.0 and be submitted in accordance with Section 3.1.1 of this RFI.

The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing this solicitation (Notice ID# 80MSFC20R0009) as a Request for Proposal (RFP) for the purchase of Center Administrative Support Services II (CASS II) to support MSFC and Michoud Assembly Facility (MAF).
This solicitation is a follow-on competition to the Center Administrative Support Services (CASS) contract, NNM16AA10C. CASS II services will continue to provide support to MSFC and MAF. The Government contemplates awarding CASS II as a firm-fixed-price (FFP) contract with an indefinite-delivery, indefinite-quantity (IDIQ) component resulting from this solicitation.
The Government intends to solicit offers using a combination of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation; Part 12, Acquisition of Commercial Items; and NASA FAR Supplement (NFS) Part 1815, Contracting by Negotiation.
The following are applicable to this acquisition:

On April 3, 2020, a Request for Information (RFI) / Sources Sought Notice (Notice ID# 80MSFC20-RFI-CASS-II) was posted on beta.sam.gov, requesting capability statements from certified 8(a) Small Businesses to satisfy the Government’s requirements under a follow-on procurement and for the purposes of determining the appropriate small business set-aside classification or small business subcontracting goals for the CASS II acquisition. The response due date was April 17, 2020. Since then, this set-aside has been changed from a Section 8(a) to a HUBZone set-aside.
A Draft Request for Proposal (DRFP) was not released to seek industry comments for the CASS II requirement, as the acquisition of FFP commercial services will utilize a streamlined non-complex Price Performance Tradeoff (PPTO) acquisition strategy.
The CASS II acquisition is a HUBZone small business set-aside. Offerors must be identified as a HUBZone small business concern both at the time of initial offer and at the time of contract award.
The Government intends to conduct a virtual industry day briefing on September 30, 2020, to provide details regarding key features of this RFP. Potential offerors are required to register for the virtual industry day meeting no later than September 29, 2020, 12:00 p.m. Central Time by emailing renatta.r.america@nasa.gov with the Subject Line of:
“CASS II - INDUSTRY DAY REGISTRATION – Company Name.”
The presented industry day charts, along with a list of potential offers/attendees participating in the industry day meeting, will be made available to all interested parties via http://beta.sam.gov/.
