Calibration and Metrology Services
NASA/Johnson Space Center (JSC) is hereby soliciting information from potential sources for Calibration and Metrology Services.
The contractor shall operate and maintain JSC’s Metrology Standards and Calibration Laboratory (MSCL) located in Building 343 at JSC. The NASA JSC in Houston, TX currently has an existing Metrology Standards and Calibration Laboratory (MSCL) located in Building 343. The MSCL provides calibration operations for Measurement and Test Equipment (MTE) primarily for JSC Organizations. The MSCL also supports calibrations for other NASA centers and Federal Government Agencies. Most MTE are commercial off-the shelf used to measure physical, mechanical, and electrical properties such as torque wrenches, pressure transducers and voltmeters.
The National Aeronautics and Space Administration (NASA) JSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Calibration and Metrology Services (CAMS IV). The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on beta.SAM.gov. Interested firms are responsible for monitoring these sites for the release of any solicitation or synopsis.Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 3 pages indicating the ability to perform all aspects of the effort.
Responses must include the following: name and address of firm, size of business, average annual revenue for past 3 years and number of employees ownership, number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), and a list of pertinent customers and contracts covering the past five years (highlight relevant work performed and include contract numbers, contract type, dollar value of each procurement, and customer point of contact - address and phone number).
Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.
This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.

NASA/JSC plans to issue a Request for Proposal (RFP) for Calibration and Metrology Services (CAMS) IV. The principal purpose of CAMS IV is to operate and maintain JSC’s Metrology Standards and Calibration Laboratory (MSCL) located in Building 343 at JSC. The Government does not intend to acquire a commercial item using FAR Part 12.
This acquisition is a total small business set-aside.
The NAICS Code and Size Standard are 541380 and $16.5M, respectively.
The anticipated release date of the RFP is on or about 12/09/2020 with an anticipated offer due date of on or about 01/15/2021.
All responsible sources may submit an offer which shall be considered by the agency.
