The Strengthening Tenure and Resource Rights II (STARR II) Indefinite Delivery Contract (IDC) is a $25 million multiple-award vehicle managed by the U.S. Agency for International Development (USAID). The prime contractor, Ecodit LLC, is a woman-owned small business that provides international development services focused on water, energy, and environmental management.
Under this IDC, Ecodit has been awarded two task orders. The first is a $9.4 million cost-plus-fixed-fee delivery order to support effective and inclusive management of communal land in Liberia through land and resource governance processes. This order has a total small business set-aside. The second is a $19 million cost-plus-fixed-fee delivery order for USAID's Zimbabwe mission to spur economic opportunities, natural resource conservation, and resilience-building in vulnerable communities. This order does not have a set-aside. Both task orders are scheduled to run through July 2025 and involve direct program implementation and various subcontractors providing community engagement, training, and other services.
