The Federal Emergency Management Agency awarded an Indefinite Delivery Contract to Nodi Solutions, LLC to obtain doctrine support and related services. The contract utilizes a total small business set aside and has a potential value of over $17 million. Task orders have called for services such as updating disaster recovery frameworks, training materials, and analyzing concepts and procedures related to FEMA's incident response coordination.
The originating solicitation sought proposals to establish an IDIQ for the ORR Doctrine Section to obtain independent, objective technical analyses and support on critical issues facing FEMA. Task orders awarded to Nodi Solutions include developing guides, standard operating procedures, training modules and other resources to maintain FEMA's operational doctrine library. Deliverables aim to standardize application of doctrine across FEMA's emergency management mission areas through maintaining critical references that establish frameworks, standards and process guidelines for all levels of doctrine and guidance development. Performance occurs in Washington D.C. and surrounding areas through March 2025.
