The Department of Homeland Security Customs and Border Protection awarded a single award Indefinite Delivery Indefinite Quantity contract to CAE USA, Inc. Training Services Division for aircraft pilot training services. The base IDIQ has a potential value of $18.1M and period of performance from February 2021 through January 2026. Three firm fixed price delivery orders have been issued against the IDIQ to date, with a combined value of $10.6M, to provide simulation-based instruction for CBP's rotary and fixed wing aviation operations at CAE's location in Tampa, Florida. No set asides were specified for the IDIQ or associated orders. The training aims to support CBP's mission-critical aviation capabilities along U.S. borders and coastlines through January 2026. As prime contractor, CAE USA Military Training Services will deliver the pilot proficiency, readiness and maintenance training required under the IDIQ's scope and individual order statements of work.
The IDIQ and first two delivery orders had periods of performance of one year each, from February 2022 through January 2023 and February 2023 through January 2024, respectively. The third order covered pilot training from February 2021 through January 2022. All orders applied firm fixed pricing. The training provided by CAE is meant to develop and sustain CBP's aviation capabilities through simulation technologies and experienced instructional support. The IDIQ and orders aim to ensure CBP maintains qualified pilots able to execute its border security and maritime interdiction missions through all weather and operational conditions.
