About this IDV

The Federal Highway Administration (FHWA), a civilian agency within the U.S. Department of Transportation, awarded an Indefinite Delivery Contract (IDC) to Applied Pavement Technology, Inc. (APTech), a for-profit Subchapter S corporation. The $15M IDC is for technical and program support for FHWA's pavement programs, with task orders issued on a firm fixed price (FFP) and/or cost plus fixed fee (CPFF) basis. Under this IDC, FHWA has awarded multiple task orders to APTech for projects such as investigating equity in federal-aid pavement programs, conducting quality assurance reviews, providing technical support for the FHWA LCA PAVE tool, delivering National Highway Institute training courses, and supporting FHWA's pavement preservation, asset management, and workforce development initiatives. Many of these task orders are not set aside and leverage APTech's pavement engineering expertise to support FHWA's mission to improve highway infrastructure and safety.

APTech, as the prime contractor, has extensive experience supporting federal agencies through IDIQs, task orders, and grants related to pavement research, technology development, and training. The company holds several significant IDIQ contracts with FHWA, including a $26M Infrastructure Research and Technology Deployment Program, a $9M contract for highway construction and asset management training, and a $15M pavement programs support contract. These contract vehicles allow FHWA to issue task orders for a wide range of pavement-related services from a specialized engineering firm.
