The General Services Administration (GSA) Public Buildings Service (PBS) has awarded a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract for general construction with design/build capabilities to support the installation of electric vehicle supply equipment (EVSE) at federal facilities across the United States. The $500 million contract was awarded to six small business prime contractors, including Anderson Burton Construction, Inc., and is divided into four geographic zones. The IDIQ contracts will enable federal agencies to order a range of construction, electrical, and design services needed to prepare existing buildings and infrastructure for the expansion of electric vehicles in the government fleet. The original solicitation was issued as a sources sought notice to identify potential offerors, evaluate set-aside options, and gather industry feedback on the contract structure. The contracts have a 5-year base period with a 5-year option and are available for use by any federal agency with the appropriate contracting authority. The IDIQ contracts are intended to complement the Electric Vehicle Supply Equipment (EVSE) Blanket Purchase Agreements (BPAs) established by GSA's Federal Acquisition Service. Under the IDIQ, the prime contractors will compete for task orders to provide services such as site assessments, utility upgrades, new construction, and other work necessary to install EVSE at federal facilities. This will support the government's efforts to transition its vehicle fleet to electric power in alignment with Executive Order 14008 on climate change initiatives.
