This is a SOURCES SOUGHT ANNOUNCEMENT/REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 19.202-4, this request is for information and planning purposes only; it is neither a solicitation nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Veterans Integrated Service Network (VISN) 7 is seeking to identify Service-Disabled Veteran Owned Small Business (SDVOSB) entities, and Veteran Owned Small Business (VOSB) entities fully capable of providing Home Oxygen Services and Supplies to the beneficiaries in VISN 7 to include Columbia VA Medical Center (VAMC). VISN 7 has a requirement for in-home oxygen services, equipment, and supplies, to include but not limited to, compressor, portable oxygen machines, tanks, racks, and liquid oxygen systems. The in-home oxygen service will include the delivery, set-up, and resupply of oxygen as necessary to meet the medical needs and prescriptions for our veterans. The services include delivery, set-up, repair, and pick-up of equipment, resupply of expendable supplies (nasal cannulas, hoses, etc.) and medical grade oxygen, and monthly ventilator equipment checks from a licensed Certified Respiratory Therapist or a Registered Respiratory Therapist provided to include Columbia VA Medical Center (VAMC). The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned Home Oxygen Equipment/Ventilators, and management necessary to perform in-home oxygen and in-home ventilator services. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries in VISN . Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/ maintenance on Home Oxygen Equipment. Contractor shall be JOINT COMMISSION accredited or evidence of adherence to Joint Commission standards at the servicing location prior to any contract award. This sources sought/request for information is only open for SDVOSB or VOSB participation. The applicable North American Industry Classification System (NAICS) for this RFI is 532283 Home Health Equipment Rental/Home Health Care Services; size standard is 35 Million. All respondents to this RFI must be certified as SDVOSB or VOSB on VIP VetBiz at https://www.vip.vetbiz.gov/. AREA OF COVERAGE FOR VISN 7: The contractor shall provide in-home oxygen services in whole to VISN 7 VAMC s Prosthetic & Sensory Aids Service in the Veterans Medical Centers area(s) of coverage as specified as follows: Columbia VAMC, (Services include the VISN site locations and applicable catchment areas for this facility). Include a statement of compliance in capability statement, or steps taken to become compliant; Capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described above for VISN 7; including any past performance information in providing recent/relevant services. MAXIMUM NUMBER OF PAGES BEING ALLOWED FOR THE CAPABILITY STATEMENT IS 12 PAGES. Information on capability to adhere to VAAR Clause 852.219-10 or 852.219-11 (http://www.va.gov/oal/library/vaar/), (i.e., contractor will not pay more than 50% of the amount paid by the Government to it, to firm(s) that are not VIP certified VOSBs/SDVOSBs), as applicable. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this sources sought announcement, who fail to provide ALL the required information requested, will not be used to help the Government make the acquisition decision to set-aside, which is the intent of this sources sought announcement.The Government is not responsible for any costs associated with preparing responses to this notice and your response(s) will be treated as information for the Government to consider. The Government hereby submits a notice of a Sole Source award for a firm fixed price contract for commercial -off -the shelf (COTS) for a 3 year ordering period for Home Oxygen Services and Ventilation, in accordance with Joint Commission (JC) standards for Homecare, to Veteran beneficiaries serviced by Columbia VAMC/VISN 7. The Sole Source has been awarded to TransOx, Inc.
The determination not to compete this proposes contract action is solely within the discretion of the Government. This sole source contracting action is the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000 for Service Disabled Veteran-Owned Small Business.

Nature and/or Description of the Action Being Approved: This requirement is for a new firm-fixed-price (FFP) indefinite delivery indefinite quantity (IDIQ) Contract to TransOX, Inc. The estimated total value of the proposed action is The IDIQ Contract will allow Prosthetics to continue services and pay monthly Home Oxygen bills using 1358's as payment method per Financial Policy, VolumeII, Chapter 6, Appendix A: VA Form 1358 Approved Uses, Section 15 for the Columbia VA Medical Center.

Description of Supplies/Services Required to Meet the Agency's Needs: The VA Medical Center has an ongoing and continuous need to contract Home Oxygen Supplies. The Contractor shall provide medical oxygen systems, including medical oxygen cylinders and related accessories, delivery, set-up, preventive maintenance, and repair both Contractor and Government-owned equipment at the home of patients of the VA Medical Center to meet the needs of VA beneficiaries. This three (3) year IDIQ contract will consist of three (3), one (1) year ordering periods.
Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 US Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000. Check the specific VAAR clause used below:

Demonstration that the Contractor's Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Government cannot provide this service. A review of the potential acquisition alternatives was performed considering previous acquisitions of this service, the impact of prior acquisitions on these alternatives, and related in-house efforts. The best acquisition method was identified to be aseparate contract award opportunities based upon the best value for each location. The vendor has the qualifications tomeet the demands of set-up and delivery of Home Oxygen Services and provide education and operating instructions directly to veteran recipients on using home oxygen machines safely. In addition, it is in the Government's best interest to Sole Source this Acquisition to TransOX Inc based on the fact that they are a
Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with the VAAR SUBPART 819.7007. TransOX Inc. has provided these services for numerous Government facilities and the private sector. They are also local to the area of operation.
Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies: Based on the current status of Home Oxygen Services, there is a need to ensure that direct patient care is not impacted to prevent patient injury or death until a new award is made. Additionally, based upon market research and the requirement included in VAAR 819.7005, VA service-disabled veteran-owned small business set-aside procedures. There are sufficient vendors that have provided capability statements for this procurement to be set aside for SDVOSB VIP verified companies. Based upon the historical market research conducted and the resulting analysis, there is adequate sources of supply for small business concerns. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The market research displayed twenty-four (24) SDVOSBs and two (2) VOSB's using NAICS: 532283 on VIP. Section 10 lists all the current vendors are providing similar services within the VISN. These vendors are small businesses with a standard size of $35,000,000 and no exclusion; all seven (7) are SDVOSB's. In addition, there are no known Government-Wide Agency Contracts (GWAC) or Federal Supply Schedule (FSS) contracts that provide these services. This service is not available from any mandatory sources. On February 14th 2022, Sources Sought/RFI Notification was posted to Beta.SAM and closed on February 18th 2022 resulted in 7 (SDVOSB'S) that responded.
Any Other Facts Supporting the Use of Other than Full and Open Competition: This acquisition is critical to patient life & safety, and there can be no lapse in services.
