The Department of the Interior's Bureau of Indian Affairs (BIA) awarded a $46 million single-award indefinite-delivery, indefinite-quantity (IDIQ) contract to Flatwater, Incorporated, a tribally-owned firm and SBA 8(a) certified small business, to provide technical support services for the BIA's Division of Energy and Mineral Development (DEMD). Flatwater will deliver a range of professional services including energy engineering, geospatial mapping, facilities management, software development, and staffing support across over 70 labor categories, primarily at locations in Nebraska, Colorado, and North Dakota. The IDIQ, which was set-aside for Indian Economic Enterprises, enables the BIA to issue delivery orders for advisory and technical services to assist with energy resource management, infrastructure programs, and economic development initiatives on tribal lands through May 2027. To date, Flatwater has been awarded four delivery orders under this IDIQ valued at up to $14.4 million to support the BIA's DEMD mission.

The underlying IDIQ solicitation, which was posted on FedBizOpps in January 2022, sought proposals from qualified Indian Economic Enterprises to provide comprehensive technical services to the Office of Indian Energy and Economic Development. The BIA sought to leverage the expertise of Native American-owned firms in areas such as renewable energy engineering, oil and gas engineering, geospatial analysis, economic development, and administrative support. The 100% set-aside allowed the incumbent contractor, also a tribally-owned company, to continue delivering these critical services to aid energy and economic development programs across tribal lands.
