ARIZONA & NEW MEXICO NATIONAL FORESTS PROFESSIONAL LAND SURVEYING SERVICES
The United States Forest Service, Southwestern Region 3, is requesting Architect-Engineer Qualifications, SF 330s, from qualified Architect Engineer (A-E) firms interested in providing A-E services in support of Arizona and New Mexico National Forests Professional Land Surveying Services. This acquisition is being conducted in accordance with (IAW) FAR Subpart 36.6 and all other applicable laws and regulations.
Standard Form (SF) 330s will be reviewed for possible award of up to four (4) or more firm-fixed priced Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for multi-discipline A-E Services by contracting zone. Each resulting IDIQ will have a one (1) year base period and four (4) one (1) year option periods. Professional A-E services for projects will be accomplished under Task Orders. All Task Orders to be awarded under this Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) will be competed under FAR 16.505, Fair Opportunity, in accordance with the Selection of Architects and Engineers statute (40 USC Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6.
The total dollar value of all contract awards under this A-E IDIQ shall not exceed $2,000,000.00 over a five year period.
The A-E services required include but are not limited to the following: The performance of work under this contract involves the location and identification of National Forest System (NFS) land boundaries coincident with other ownerships. This may include, but is not limited to all aspects of boundary and right-of-way surveys encompassing retracement surveys, dependent resurveys, section subdivision surveys, metes-and-bounds surveys, right-of-way surveys of the Public Land Survey System, Homestead Entry Surveys, Mineral Surveys, Small Tracts Act, Townsite Act Surveys, and Education Land Grant Act Surveys, as well as, marking, posting, and maintaining NFS land boundaries.
All work performed under this contract shall be under the direct supervision of a Registered Land Surveyor (RLS) of the State of Arizona or Professional Surveyor (PS) in the State of New Mexico, as determined by location of work assignment. The Contractor shall furnish all labor, supervision, transportation, equipment, supplies, materials (except Government furnished materials), and incidentals necessary to complete the work as specified.
The A-E will be within the North American Industry Classification System (NAICS) code, 541330 Architectural Services. The small business size standard for this NAICS Code is $16.5M.

The United States Department of Agriculture, Forest Service, Region 3, AQM intends to issue a Request for Proposals (RFP) for a firm fixed-price, professional land surveying services Indefinite Delivery/Indefinite Quantity (IDIQ) for National Forests located in the States of Arizona and New Mexico, for the United States Forest Service, Southwestern Region 3.
The anticipated requirement will be issued under RFP Number 12837120R0017. The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ in May 2020 (second week).
This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award a multiple award firm fixed-price IDIQ contract.
SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.
The North American Industry Classification System (NAICS) Code for this procurement is 541370 with the annual size standard of $16.5M.
SITE VISIT: Details regarding a site visit if contemplated will be issued with the solicitation.
DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest.
