About this IDV
The U.S. Forest Service (USFS), an agency within the U.S. Department of Agriculture, has awarded a multiple-award Indefinite Delivery Contract (IDC) valued up to $250,000 per contractor to provide heavy equipment with water resources for fire suppression, all-hazard incident support, and prescribed project work in USFS Regions 3, 5, and 6. This IDC, known as a Virtual Incident Procurement (VIPR) Incident Blanket Purchase Agreement (I-BPA), was competitively awarded as a total small business set-aside. The prime contractor, DC Fire LLC, is a small disadvantaged business located in Medford, Oregon that specializes in wildland fire management services. Under this IDC, DC Fire LLC will deploy personnel, equipment, and specialized resources to support wildfire preparedness, response, and suppression activities across multiple western states, including Oregon, Washington, and Northern California. The USFS may annually review the contract and add additional contractors or resources as needed to fulfill regional firefighting requirements.
The VIPR I-BPA solicitation required vendors to submit quotes for daily equipment and personnel rates for up to 16-hour shifts. Awarded agreements will be issued within the closest available regional dispatch centers to the vendor's resource locations to enable timely emergency response. The USFS may also allow optional use of the contract by other federal agencies, such as the Department of the Interior and National Park Service, subject to their own payment and administrative terms.
