About this IDV

The U.S. Forest Service (USFS) in the East Zone Regions 1, 2, 4, and 9 has awarded a $250,000 Indefinite Delivery Contract (IDC) to Kevin K Bowes, doing business as Bowes Trucking, for water handling services to support fire suppression, all-hazard incidents, and prescribed project work. This IDC, awarded under a total small business set-aside, will utilize the Virtual Incident Procurement (VIPR) system to issue Incident Blanket Purchase Agreements (I-BPAs) to pre-qualified contractors capable of providing equipment, materials, supplies, transportation, and trained personnel to meet the USFS's emergency response needs across the designated regions. The contract allows for optional use by other federal agencies, such as the Department of Interior, National Park Service, and Bureau of Indian Affairs. The IDC has a period of performance through May 30, 2030, and Bowes has also been awarded several other USFS IDVs for equipment rental, mechanic services, and water handling to support wildland firefighting efforts.

The original solicitation sought quotes from small businesses for water handling resources and personnel to be used during local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed project work. Vendors were required to meet qualifications such as having a valid email address, Unique Entity ID (UEI) number, active System for Award Management (SAM) registration, and a Login.gov account. The USFS will annually review the potential for adding new contractors or resources during the contract period, with the goal of securing pre-qualified transportation, maintenance, and response assets from small businesses to support federal wildland firefighting efforts on an as-needed basis across the designated regions.
