The NASA Open Innovation Services 3 (NOIS3) is a Government Wide Acquisition Contract (GWAC) awarded by the National Aeronautics and Space Administration (NASA) Johnson Space Center to Rios Partners, LLC, a minority-owned, service-disabled veteran-owned small business (SDVOSB). The $474,988,000 multiple-award GWAC, which has an ultimate completion date of May 31, 2027, will provide crowdsourcing services and products to support NASA's Center of Excellence for Collaborative Innovation across multiple NASA centers and other government agencies. The scope of the NOIS3 contract includes the ability to solicit crowd-based solutions via contracts with multiple awardees using commercial approaches to satisfy the Statement of Work (SOW), which may include elements such as crowd-based challenges, prize competitions, freelance projects, micro-task projects, and other crowd-based methods. The pre-solicitation notice indicates that NASA is seeking capability statements from interested parties, including small businesses and underserved communities, to determine the appropriate level of competition and small business subcontracting goals for the acquisition.
