The 8(A) STARS III Government-Wide Acquisition Contract (GWAC) is a multiple-award, 8(a) set-aside contract awarded by the General Services Administration (GSA) Federal Acquisition Service (FAS) with a total contract ceiling value of $50 billion. The contract is designed to provide federal agencies access to a pool of qualified 8(a) small business concerns that can deliver a range of IT services and IT services-based solutions, including data management, information and communications technology, IT operations and maintenance, IT security, software development, and IT system design. The contract has a period of performance through July 1, 2026 and supports the use of fixed-price, time-and-materials, and labor-hour contract types, as well as performance-based and incentive contracting approaches. Phase LLC, an SBA-certified 8(a) joint venture, is one of the prime contractors awarded under this GWAC.

The STARS III GWAC builds upon the previous STARS II contract and was competitively awarded to multiple 8(a) small business concerns. It is intended to assist federal agencies in meeting their IT services needs, as well as their 8(a), small disadvantaged business, and small business procurement goals. The contract provides flexibility for agencies to tailor solutions to their unique mission requirements, including the incorporation of new and emerging technologies over the life of the contract. Orders can be placed for work to be performed both within and outside the Continental United States (CONUS).
