The federal contract IDV is a multiple award Federal Supply Schedule (FSS) contract awarded by the General Services Administration (GSA) Federal Acquisition Service to Spectrum Security Services, Inc., a for-profit subchapter S corporation. The contract has a ceiling value of $400 million over a five-year period from March 2023 to March 2028 and provides nationwide detention officer services, guard services, supervisory services, and project management services to federal agencies.
Under this FSS contract, Spectrum has been awarded two delivery order contracts by the U.S. Immigration and Customs Enforcement (ICE) agency for detention transportation services in the Los Angeles and San Diego areas of responsibility. The Los Angeles delivery order has a ceiling value of $22.9 million and the San Diego delivery order has a ceiling value of $10.3 million, both with periods of performance ending in October 2025. These delivery orders are issued under the larger GSA FSS IDIQ contract and provide labor categories such as detention officers, supervisory detention officers, project managers, guards, and supervisory guards at hourly rates ranging from $38.28 to $103.26.
