Description
Currently DOT acts as the liaison between DHS headquarters and the washington metropolitan area transit authority (WAMTA). DOT is the vendor used to order, purchase, verify, maintain, and safeguard fare media prior to disbursing to DHS HQ's participants. DOT provides disbursing agents to cover distribution hours agreed upon by the DHS HQ and DOT at the rate of $28.75 per hour for distribution services. All fare media, fare media voucher fees, shipping, and travel cost, etc is subject to the 4.95% financial management fee. The change in the project plan is due to the following factors: the washington metropolitan transit authority is a transit provider that is exclusively dependent upon public funds and fares to finance operations and capital cost. IT the only vendor with in the region that provides smartrip technology with no fees. Wmata is reluctant to continue to sell and distribute paper metrocheks when a more efficient, rechargeable smartrip card is widely available and utilized. Wmatas has made a decision to transition all federal agencies to smart benefits before january 2008.
