Description

The drinking water treatability database (TDB) EPA s national water program reviews proposed projects which involve a wide variety of activities, including residential and commercial development, transportation projects, energy extraction, and minerals mining. Currently, one of EPA s priorities is reviewing the policy and practices of surface coal mining for direct impacts to aquatic resources, effects on the physical, chemical, and biological integrity of downstream waters, and overall environmental impacts. On april 1, 2010 EPA issued comprehensive guidance addressing EPA s review of surface coal mining permits in appalachia covering review under CWA section 402, 404, nepa, and the environmental justice executive order. The guidance specifically highlights a number of mine design and site management best practices that should be considered during the alternatives analysis for the section 404 authorization. In order to support these project-specific and general policy reviews, EPA is seeking technical assessments of construction, development, mining, and wastewater treatment practices and policies. In addition, EPA is seeking site assessment expertise for field investigation and reporting for aquatic resource mapping, structural and functional characteristics, and relationships to other waters and ecological resources. Technical review and collaboration with EPA headquarters and regional offices will be a part of task orders placed under the task areas below. Deliverables shall conform to EPA standards for double sided copying and shall be presented on electronic media to the extent practicable. The contractor shall track and report expenditures by task to allow accurate accounting of activities.
