The U.S. Fish and Wildlife Service (FWS) awarded a Blanket Purchase Agreement (BPA) to Red Caribena De Varamientos Inc. (RCV), a Puerto Rico-based non-profit organization and veterinary hospital, to provide live animal care services. RCV, through its Caribbean Stranding Network division, is the sole federally-authorized manatee critical care facility outside the continental United States. The BPA supports RCV's conservation, research, rescue, rehabilitation, and outreach efforts for endangered marine mammals, especially Antillean manatees, in Puerto Rico. This includes enhancing RCV's capabilities around manatee stranding response, transport, medical treatment, rehabilitation facilities, and post-release monitoring; conducting aerial surveys to study the Antillean manatee population; providing safe transport of stranded manatees; and continuing marine wildlife rehabilitation during the COVID-19 pandemic.
