About this IDV

The USDA Forest Service Southern Region established a Blanket Purchase Agreement with Marshfield Forest Service, Inc., a small business, on April 1, 2021, with a $6.5 million ceiling and period of performance through September 30, 2026, for reforestation and non-native invasive species (NNIS) forestry support across the Forest Service's Southern Region.

Work is performed at multiple locations throughout the Southeastern United States, including national forests and ranger districts in South Carolina, North Carolina, and Georgia—specifically the Sumter National Forest (Long Cane and Enoree Ranger Districts), Francis Marion National Forest, Nantahala National Forest, and Pisgah National Forest, with task orders issued for projects in Mountain Rest, Bradley, Huger, Whitmire, New Ellenton, Edgefield, and Columbia, South Carolina.

The BPA is a multiple-award vehicle with no set-aside designation at the IDV level. Services encompass chemical and mechanical site preparation, tree planting, non-native invasive species treatment using herbicide application and manual removal, pre-commercial thinning, vine control, and basal bark herbicide treatment. Firm fixed-price task orders are issued at the individual call level, with the majority designated as total small business set-asides.

Recent BPA-call activity demonstrates sustained utilization. Notable 2026 calls include $90.6 million for chemical site preparation and tree planting in Huger (awarded June 1, 2026, completion February 15, 2027); $60.3 million for selective herbicide application at Savannah River Site in New Ellenton (awarded June 22, 2026, completion September 30, 2026); $51.98 million for manual herbicide application in Mountain Rest (awarded July 10, 2026, completion September 30, 2026); and $32.4 million for manual tree felling in Mountain Rest (awarded September 1, 2026, completion August 31, 2027). Earlier activity from 2025–2021 shows consistent task order issuance ranging from approximately $4,275 to $239.6 million, supporting the Forest Service's environmental stewardship and land management programs across the region.
