PURPOSETHE PROPOSED PROJECTS WILL ASSIST THE TRIBE TO DEVELOP, MANAGE, AND PROTECT THEIR WATER AND RELATED RESOURCES, AS AUTHORIZED BY PUBLIC LAW. ALSO, BY MAKING FUNDING AVAILABLE TO THE TRIBE FOR THE PROJECT, RECLAMATION IS HELPING THE TRIBE BECOME MORE SELF-SUFFICIENT AND SUSTAINABLE.ACTIVITIES TO BE PERFORMEDTASK 1. TRIBAL WATER MONITORING PROGRAMA TRIBAL WATER MONITORING PLAN WILL BE DEVELOPED BY DESIGNING WATER MONITORING LOCATIONS FOR SURFACE AND GROUNDWATER. THE DESIGN WILL INCLUDE CONSIDERATION OF FLOW REGIME, KNOWN REGIONAL GEOLOGY AND HYDROGEOLOGY, POTENTIAL SYSTEM INPUTS, AND POINTS OF DIVERSION FOR BENEFICIAL USE, BOTH CURRENT AND POTENTIAL FUTURE. ANALYTICAL PARAMETERS WILL BE USED TO DETERMINE RELATIONSHIPS BETWEEN SURFACE AND GROUNDWATER AS WELL AS PROVIDE INITIAL SEASONAL WATER QUALITY INFORMATION.SUBTASK 1. UPDATE QUALITY ASSURANCE PROGRAM PLANSUBTASK 2. DEVELOP SAMPLING AND ANALYSIS PLANTASK 2. EQUIPMENT PURCHASES AND INSTALLATIONEQUIPMENT NEEDED FOR THE SAMPLING POINTS INCLUDING HOUSINGS WILL BE PURCHASED, EXISTING WELLS ON THE RESERVATION WILL BE EVALUATED FOR USE (WELLS FOUND TO BE NOT IN USE AND NOT USEABLE FOR THE PROGRAM WILL BE LISTED FOR REMOVAL UNDER FUTURE BIA WATER RESOURCES PROGRAMS), AND SITES AND DRILLERS SELECTED FOR MONITORING WELL INSTALLATION. TASK 3. WELL REHABILITATION AND INSTALLATIONTHERE ARE THREE MODERN WELLS WITH OPERABLE PUMPS ON THE RESERVATION. BOTH ARE IN USE AND MAY REQUIRE MODIFICATION TO ACCOMMODATE THE EQUIPMENT. IN ADDITION, THERE ARE ONE OR MORE OLDER WELLS THAT ARE NOT IN USE OF UNKNOWN CONDITION AND DESIGN (NO WELLS ON THE RESERVATION HAVE WELL LOGS). AN ATTEMPT WILL BE MADE TO UTILIZE EXISTING WELLS PRIOR TO INSTALLATION OF NEW WELLS FOR EFFICIENT BUDGET MANAGEMENT. IN ADDITION, ANY OF THE UNUSED WELLS DEEMED NOT USEABLE WILL BE ADDED TO THE NEXT YEARS BIA WATER RESOURCES PROGRAM FOR REMOVAL.TASK 4. EQUIPMENT DOWNLOAD AND SAMPLING AND ANALYSISSOLINST LEVELOGGERS HAVE BEEN SUCCESSFULLY USED IN RESERVATION WELLS AND FOR SURFACE WATER MONITORING. THE UNITS DO REQUIRE REGULAR DOWNLOADING AMONG OTHER MAINTENANCE. THIS CAN BE DONE DURING THE QUARTERLY WATER QUALITY MONITORING.TASK 5. REPORTING AND PROGRAM DEVELOPMENTREPORTING WILL INCLUDE QUARTERLY AND FINAL REPORTS PLUS REPORTING TO THE TRIBAL COUNCIL. PROGRAM DEVELOPMENT WILL INCLUDE PROVIDING RESULTS OF THE PROGRAM TO BE USED TO UPDATE THE EPA TRIBAL ENVIRONMENTAL PLAN AND ADD TASKS INCLUDING CONTINUED AND OR EXPENDING MONITORING TO SUBSEQUENT EPA AND BIA FUNDED PROGRAMS. THE PROGRAM DEVELOPMENT ACTIVITIES ARE THE USE OF THE RESULTS OF THIS PROGRAM TO BUILD CAPACITY AND CONTINUE ACTIVITIES IN SUBSEQUENT PROGRAMS USING FUNDING FROM OTHER SOURCES.OUTCOMETHE OBJECTIVES OF THIS PROJECT TO ESTIMATE NORMAL, SEASONAL FLUCTUATIONS, AND TO QUANTIFY WATER RESOURCES WILL ALLOW THE TRIBE TO TIMELY AND EFFICIENTLY RESPOND TO DROUGHT. THE EXISTING EPA APPROVED QUALITY ASSURANCE PROGRAM PLAN (QAPP) WILL DIRECT THE STANDARD SAMPLING AND ANALYTICAL PROCESS FOR SURFACE WATER. REVISIONS TO THE QAPP FOR GROUNDWATER ANALYSIS WILL BE DETERMINED AS WATER QUALITY DATA IS COLLECTED FOLLOWING THE INSTALLATION OF MONITORING WELLS. MONITORING WELL INSTALLATION PLANS WILL BE FOLLOWED TO ENSURE THAT INITIAL SAMPLING EFFORTS AND MONITORING PROCEDURES ARE DOCUMENTED. LABORATORY ANALYSIS WILL BE CONDUCTED BY A STATE OR EPA CERTIFIED LABORATORY CAPABLE OF ANALYZING THE SUITE OF CONSTITUENTS IDENTIFIED DURING THE PLANNING PHASE. STATISTICAL ANALYSIS FOR REPORTING OF TREND DATA WILL BE CONDUCTED USING INDUSTRY ACCEPTED STATISTICAL ANALYSIS. THE DATA ANALYSIS WILL ALLOW FOR THE TRIBE TO IDENTIFY ANOMALIES IN THE DATA THAT WOULD REQUIRE ADMINISTRATIVE DECISIONS, INCLUDING EMERGENCY ORDERS, ORDINANCES, OR OPERATIONS AND MAINTENANCE DIRECTIVES. IN ADDITION, THE MONITORING PROGRAM WILL CATALOG GENERAL WATER QUANTITY AND QUALITY PARAMETERS.BENEFICIARY: THE PUBLIC
