Description
Grant funds would support a week-long consultation meeting with wisconsin historical society (WHS or thesociety) staff and tribal representatives from the bad river band of lake superior chippewa, as well assupporting pre- and post-consultation work. The one-week consultation will be held at two WHS collectionsstorage facilities in madison, wisconsin WHS headquarters building and the state archive preservationfacility. Activities will center on cultural items currently in WHS holdings directly attributed to the bad riverband, items attributed to the ojibwe with no specific band, and cultural items attributed generally to a greatlakes tribe. The project will also include consultation on WHS holdings of human remains originating from landsof interest to the bad river band for repatriation purposes and their associated funerary objects. The project will involve three stages: 1) pre-consultation preparation, research, and documentation 2)completion of the one-week consultation and 3) post-consultation documentation and the creation of a prioritizedplan for future repatriations.WHS will complete pre-consultation activities over three months prior to the on-site consultation with bad rivertribal representatives. Activities will include research on provenience, provenance and any prior consultationinformation or nagpra activities for the bad river cultural items, ojibwe cultural items, and the human remainsand associated funerary objects. Lists of holdings and accompanying documentation will be compiled, printed, andmade available digitally for the consultation and post-consultation discussions. The consultation process will include reviewing documentation noting provenience, provenance, and method ofacquisition identifying any nagpra-eligible or potentially nagpra-eligible cultural items reviewing currentstorage, access, and handling policies and procedures to establish duty of care instructions and guidelines forhuman remains and cultural items and building overall communication, transparency, and partnership foundationswith tribal representatives from the bad river band.after the consultation meeting, society staff and bad river tribal representatives will CO-author written duty ofcare protocols for bad river cultural items, human remains, and funerary items and a prioritized action plan forfuture consultations repatriations.as a result of this project, WHS and bad river tribal representatives will have improved intellectual control ofwhs holdings. The project will also result in documented action plans for future repatriation and consultation. All activities will be carried out in such a way as to strengthen communication and partnership between WHS andthe bad river band, which will support the effective continuation of the nagpra process. The project beneficiaries include the bad river band of lake superior chippewa, who will participate directly inthe project. This projects consultation activities are a crucial step in the future repatriation of humanremains and cultural items currently in WHS holdings. Also, the project has the potential to indirectly benefitother wisconsin and midwest tribes. As part of the project, bad river tribal representatives will review holdingsgenerally described as ojibwe without a band specified, and they may be able to identify potential affiliationsthat will aid WHS in scheduling future consultations with other ojibwe bands. By establishing strong partnershipsand practices for thorough consultations like the consultation in this project WHS hopes that other bands andnations will be encouraged to engage in similar partnerships in the future.
