The Department of Health and Human Services Health Resources and Services Administration Bureau of Health Professionals awarded the University of Tennessee Health Science Center $750,000 on August 1, 2026, under the Rural Health Research Centers program (CFDA 93.155) to develop a new ACGME-accredited rural family medicine residency program serving rural East Tennessee. The University of Tennessee Health Science Center College of Medicine-Knoxville will develop and implement the residency through partnership with the University of Tennessee Medical Center and Starr Regional Medical Center in Athens, Tennessee. The program will employ a rural track model in which residents complete more than 60 percent of training in CMS/FORHP-designated rural settings centered at Starr Regional Medical Center, with additional support from outpatient, inpatient, behavioral health, pediatric, and specialty provider partnerships. The residency will initially operate with a 2-2-2 cohort structure (six residents total) and target matriculation of the inaugural resident cohort by July 2027. The program will serve mcminn, Meigs, Monroe, Polk, and Rhea Counties, which face persistent shortages of primary care providers, maternal health disparities, behavioral health needs, and healthcare access barriers. During the three-year project period ending July 31, 2029, HRSA funding will support accreditation, curriculum development, faculty and resident recruitment, educational infrastructure, sustainability planning, and program implementation. Project objectives include obtaining ACGME accreditation, establishing a long-term sustainability plan supported through Medicare GME funding and institutional investment, and implementing graduate tracking and workforce outcome reporting.
