CCPIP's goals for this period include strengthening collaboration among community stakeholders and reducing risk factors while promoting protective factors related to youth substance use. The DFC Support Program establishes and strengthens community coalitions to prevent and reduce substance abuse among youth by supporting collaborative efforts among public and private nonprofit agencies and federal, state, local, and tribal governments. Recipients must demonstrate coalition operation for at least six months prior to award, meet composition requirements, secure substantial community volunteer effort, maintain nonprofit status or affiliation, develop a sustainability strategy, and provide a 100–150 percent cash or in-kind match.
