GARRETT COUNTY CARA PROJECT - THE PURPOSE OF THE GARRETT COUNTY CARA PROJECT IS TO COLLABORATE WITH AND EQUIP MEMBERS OF THE DRUG-FREE COMMUNITIES COALITION, YOUTH IN ACTION TEAMS, AND COMMUNITY PLANNING GROUPS TO CHANGE THE CULTURE AND CONTEXT REGARDING THE ACCEPTABILITY OF YOUTH USE AND MISUSE OF OPIOID, METHAMPHETAMINE, AND PRESCRIPTION DRUGS IN GARRETT COUNTY, THEREBY REDUCING THEIR USE. EVIDENCE-BASED AND PRACTICE-BASED STRATEGIES HAVE BEEN SELECTED THAT WILL ENHANCE THE ABILITY OF EXISTING GROUPS TO INFLUENCE YOUTH NORMS AND BEHAVIORS REGARDING DRUG USE. THESE STRATEGIES INCLUDE YOUTH ENGAGEMENT, FAMILY-BASED PREVENTION, AND COMMUNITY PREVENTION PROGRAMS DESIGNED TO REACH POPULATIONS IN MULTIPLE SETTINGS.GARRETT COUNTY IS THE WESTERN MOST COUNTY IN MARYLAND AND IS SEPARATED FROM THE REST OF MARYLAND BY THE APPALACHIAN MOUNTAIN CHAIN. IT IS A VERY RURAL, SPARSELY POPULATED COUNTY OF 29,460 PEOPLE. WHILE THE POPULATION IS NOT ETHNICALLY DIVERSE (97.5% WHITE), IT IS A COUNTY OF ECONOMIC DISADVANTAGE THAT STRUGGLES WITH INEQUALITIES IN INCOME AND EDUCATION THAT UNDERLIE MANY HEALTH DISPARITIES. CARA FUNDS WOULD PROVIDE A MEANS TO ADDRESS A DRUG PROBLEM THAT HAS UNIQUELY ROOTED ORIGINS IN RURAL AMERICA ? METHAMPHETAMINE USE AND PRESCRIPTION DRUG ABUSE. DATA CONSISTENTLY SHOWS THAT GARRETT COUNTY YOUTH ABUSE PRESCRIPTION PILLS AND METHAMPHETAMINE AT SIGNIFICANTLY HIGHER RATES THAN THE STATE AND NATION. THE BEHAVIOR TRANSCENDS INTO ADULTHOOD. LAST YEAR ALONE, THE GARRETT COUNTY SHERIFF?S OFFICE INVESTIGATED 79 METH-RELATED INCIDENTS WHICH IS ALMOST ONE EVERY 4 DAYS ? A SIGNIFICANT NUMBER FOR A COUNTY OF GARRETT COUNTY?S SIZE.THE DRUG-FREE COMMUNITIES COALITION IS POISED TO BUILD ON THE SUCCESSES IT HAS HAD WITH TOBACCO, ALCOHOL, AND PRESCRIPTION DRUG USE AS A RESULT OF DFC SUPPORT FUNDS. THE GOALS AND OBJECTIVES OF THE GARRETT COUNTY CARA PROJECT ARE AS FOLLOWS:?GOAL 1: REDUCE OPIOID, METHAMPHETAMINE, AND/OR PRESCRIPTION DRUG USE/MISUSE AMONG YOUTH.OOBJECTIVE 1: BY JUNE 202 2, 75% OF MIDDLE AND HIGH SCHOOL STUDENTS WILL BE EDUCATED ON DRUG PREVENTION AS A RESULT OF YOUTH LEADERSHIP/PEER-TO-PEER SCHOOL ACTIVITIES. OOBJECTIVE 2: BY JUNE 2022, 85% OF TRAINED COMMUNITY MEMBERS WILL INCREASE KNOWLEDGE OF PRESCRIPTION DRUG MISUSE AND METHAMPHETAMINE USE AMONG YOUTH AS EVALUATED THROUGH PRE- AND POST-SURVEYS.OOBJECTIVE 3: BY JUNE 2022, 75% OF TRAINED MIDDLE SCHOOL YOUTH WILL INCREASE KNOWLEDGE OF PRESCRIPTION DRUG MISUSE AND METHAMPHETAMINE USE AMONG YOUTH AS EVALUATED THROUGH PRE-AND POST-SURVEYS.OOBJECTIVE 4: BY JUNE 2022, 50% OF PARTICIPANTS IN PARENT WORKSHOPS WILL DEMONSTRATE A CHANGE IN PERCEPTION ABOUT YOUTH DRUG USE AND INTENT TO ESTABLISH FAMILY POLICIES ABOUT DRUG USE FROM PRE- TO POST-SURVEY.?GOAL 2: CHANGE THE CULTURE AND CONTEXT REGARDING ACCEPTABILITY OF YOUTH OPIOID, METHAMPHETAMINE, AND/OR PRESCRIPTION DRUG USE/MISUSE.OOBJECTIVE 1: BY JUNE 2022, 15,000 RESIDENTS WILL BE EDUCATED ABOUT THE DANGERS AND RISKS OF METHAMPHETAMINE USING BEST PRACTICES FOR COMMUNITY CAMPAIGNS.
