Description
The california tsunami program (CTP) is a partnership of the california governors office of emergency services (CAL OES) and sub-award partners california geological survey (CGS), university of southern california-statewide california earthquake center (scec), and CAL poly humboldt (CPH). California seeks funding support from the national oceanic and atmospheric administrations (NOAA) national weather service (NWS) national tsunami hazard mitigation (nthmp) tsunami activities grant to fulfill our mission and the mission and goals of the nthmp strategic plan to protect lives and property, build capabilities, and enhance tsunami resilience within the communities of californias 20 coastal counties. Californias FY25 grant proposal is designed to enhance tsunami preparedness, response, and resilience by leveraging NOAA grant funds and strategic partnerships. Building on lessons from the december 5, 2024 and july 29, 2025 tsunami warning-level incidents in california, the CTP plans to focus on key objectives: strengthen coordination and communication: by engaging in national meetings and working closely with federal, state, and local partnersincluding nthmp, CGS, USC-scec, and the redwood coast tsunami work group (rctwg), the program will advocate for californias unique challenges and ensure that improvements in alert and warning systems are prioritized. Enhancing local preparedness and public education: the program will support local jurisdictions in meeting tsunamiready standards through technical guidance, signage, evacuation exercises, and targeted outreach campaigns. Efforts will include comprehensive public education initiatives and digital outreach via tsunamizone.ORG to enhance capacity to reach a wide audience and ensure that the public and responders know their hazard zones and appropriate response actions. Advancing risk analysis and modeling: the CTP plans to expand hazard and risk analyses, develop additional pedestrian evacuation models, and continue implementation and enhancement of faster to calculate flood elevation during tsunamis to enhance mitigation and preparedness. Updating response planning and maritime strategies: CA will refine its tsunami response plan to reflect current challenges and operational changes, incorporate lessons learned, and provide enhanced maritime support to develop effective response strategies. By integrating these efforts, CAL OES will ensure that communities are better informed, prepared, and resilient, ultimately reducing risks and enhancing public safety in the face of tsunami hazards. This integrated approach for FY25 positions the CTP partners to address immediate needs and long-term resiliency through comprehensive planning, enhanced modeling, robust public education, effective mitigation strategies, and strengthened local and maritime preparedness.
