The Department of Health and Human Services Substance Abuse and Mental Health Services Administration awarded Volunteers of America Southeast Louisiana, Inc. $525,000 on September 30, 2026, under the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490). Volunteers of America Southeast Louisiana will expand comprehensive, family-centered residential substance use disorder treatment for pregnant and postpartum women and their children through its Canal Pointe program in New Orleans and a 16-parish region encompassing approximately 2.0 million residents. The project provides evidence-based treatment allowing mothers and children to remain together while addressing substance use, behavioral health, maternal health, parenting, and long-term recovery through coordinated clinical care, recovery support, and partnerships. The program serves pregnant and postpartum women age 18 and older with substance use disorders and their children ages 0–12. Participants frequently present with high-acuity polysubstance use disorders involving opioids, cocaine, alcohol, and other substances; approximately 75 percent are expected to receive medication-assisted treatment and 75 percent are anticipated to have co-occurring mental health disorders. Many also face social challenges including child welfare or justice system involvement, housing instability, limited financial resources, and barriers to accessing prenatal care and long-term recovery services. The project serves 33 unduplicated women during year 1, 80 women annually during years 2–5, and 353 unduplicated women over the five-year project period along with their eligible children. Performance extends from September 30, 2026, through September 29, 2031, with place of performance in New Orleans, Louisiana.
