About this award

The Substance Abuse and Mental Health Services Administration awarded Phoenix Houses of New York Inc. $350,000 on September 30, 2026, under the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490) to implement the Arts-Based Communities of Recovery program.

Phoenix House will deliver peer recovery support services, artist-led creative workshops, borough-based recovery collectives, employment supports, and an annual public art exhibition across all five New York City boroughs through its Brooklyn Community Recovery Center. The program will serve 675 unduplicated adults with substance use and co-occurring mental health disorders over the three-year performance period (175 in Year 1, 225 in Year 2, and 275 in Year 3). Services target adults aged 18 and older experiencing opioid, alcohol, and stimulant use disorders, frequently accompanied by depression, anxiety, and trauma-related conditions. The program applies SAMHSA's peer recovery support services model, delivered by certified recovery peer advocates with lived experience, and integrates evidence-informed creative arts activities designed to reduce stigma and strengthen long-term recovery. Performance and administrative oversight occur in Brooklyn, New York, with service delivery spanning the five boroughs (Bronx, Brooklyn, Manhattan, Queens, and Staten Island). The award period runs through September 29, 2029.

Description

Arts-based communities of recovery - phoenix houses of new york, through its brooklyn community recovery center, will implement the arts-based communities of recovery program to expand a proven, peer-led, arts-based recovery model across all five new york city boroughs. Building on its FY 2022 bcor award, the program will serve 675 adults with substance use and CO-occurring disorders over three years through peer recovery support services, artist-led workshops, borough-based recovery collectives, employment supports, and an annual public art exhibition that reduces stigma and strengthens long-term recovery. Adults with substance use disorders (SUD) and CO-occurring substance use and mental disorders (COD) - including opioid, alcohol, and stimulant use disorders and frequent CO-occurring depression, anxiety, and trauma-related conditions.
