About this award
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded the County of Jasper $399,884 on September 30, 2026, under the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490) to expand substance use disorder treatment and recovery support services within the existing Jasper County Co-Occurring Disorders Court.
The project will serve 50 unduplicated participants annually over the five-year performance period (through September 29, 2031), totaling 250 annual participant service slots. Services will target justice-involved adults age 18 and older whose primary clinical condition is substance use disorder, including individuals with co-occurring mental health disorders. Grant funds will expand screening and assessment follow-up, clinical treatment access, coordinated case management, peer recovery support, recovery housing and transportation linkage, family engagement, overdose prevention education, and access to medications for opioid use disorder.
The service area is Jasper County, Missouri, where the 2024 Sequential Intercept Model Mapping Report identified transportation barriers, housing instability, service wait times, hospital discharge coordination problems, and continuity-of-care gaps between the jail, courts, and community providers. The 29th Judicial Circuit's 2025 annual report documented active treatment-court, pretrial-services, and jail-based case-management infrastructure supporting immediate implementation. Place of performance is Carthage, Missouri 64836.
Description
Jasper county CO-occurring disorders court substance use disorder treatment expansion project - the county of jasper requests federal support under samhsa's treatment drug courts program to expand substance use disorder (SUD) treatment and recovery support services within the existing jasper county CO-occurring disorders court (CODC). CODC is an operational adult treatment drug court serving justice-involved adults age 18 and older whose primary clinical condition is SUD, including individuals with CO-occurring mental health disorders. The proposed project will serve 50 unduplicated participants annually, for a total of 250 annual participant service slots over the 5-year project period. This annual target reflects unduplicated participants expected to receive grant-supported services during each budget year, including both newly admitted participants and continuing participants in a treatment court model that commonly extends beyond 12 months. The proposed service area is jasper county, missouri. County and local justice system indicators demonstrate a substantial need. Missouri department of mental health data identify drug- and alcohol-related mortality, poverty, drug arrests, and treatment-court demand in jasper county, while the 2024 sequential intercept model mapping report identified transportation barriers, housing instability, service wait times, hospital discharge coordination problems, and continuity-of-care gaps between the jail, courts, and community providers. The 29TH judicial circuit, in its 2025 annual report, further confirms local readiness by documenting active treatment-court, pretrial-services, and jail-based case-management infrastructure that can support immediate implementation. Grant funds will expand screening and assessment follow-up, clinical treatment access, coordinated case management, peer recovery support, recovery housing and transportation linkage, family engagement, overdose prevention education, and access to medications for opioid and alcohol use disorders when clinically indicated. Participants will be identified through court, jail, prosecution, defense, probation and parole, and other justice-system referral points. Jail-linked case management will help reduce the time between identification, assessment, treatment initiation, and continuity of care during detention-to-community transitions. Services will begin within four months of the award. Samhsa funds will supplement, not supplant, existing CODC court operations, judicial supervision, probation functions, or baseline services. The project's measurable objectives include standardized screening and clinical assessment for all admitted participants; treatment initiation within 14 days for at least 90 percent of admitted participants; overdose prevention education for all participants; documented access to opioid overdose reversal medication for at least 90 percent of participants identified as being at risk for opioid overdose; documented evaluation, linkage to, or continuation of moud or maud for at least 90 percent of participants for whom such treatment is clinically indicated; and documented linkage to key recovery supports for at least 85 percent of participants with identified needs. The project will coordinate with the missouri department of mental health, division of behavioral health, as missouri's single state agency for substance use services during planning, implementation, performance monitoring, evaluation, and sustainability. The project will use spars and administrative data to support required performance reporting, implementation monitoring, and continuous quality improvement. An independent evaluation team will provide focused implementation and outcome review consistent with samhsa expectations. The 29TH judicial circuit of missouri has not previously received samhsa treatment drug courts funding under any prior nofos.
