The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded Westcare Pacific Islands, Inc. $375,000 in obligated funding on September 30, 2026, under the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490) to expand and enhance substance use disorder and co-occurring disorder treatment services for youth and families in Guam. WPI will treat 150 unduplicated youth aged 12–17 and their families over the three-year performance period ending September 29, 2029. The organization will hire additional qualified clinical treatment professionals and paraprofessionals to deliver integrated, culturally appropriate residential substance use and co-occurring disorder treatment using evidence-based practices including cognitive-behavioral therapy, Seeking Safety, motivational interviewing, and the ASAM criteria. WPI will also implement new tobacco and e-cigarette cessation groups serving both youth in residential programs and those in the community. Project objectives include providing residential SUD/COD treatment to all 150 youth with 90 percent of evidence-based practices monitored and adhered to fidelity; achieving 65 percent treatment completion rates; and demonstrating 70 percent of treatment completers with reduced substance use or substance-free status at six months post-admission and 60 percent maintaining or reducing substance use at discharge. WPI will also work to reduce behavioral and social consequences related to substance misuse by increasing access to recovery support services for youth and families. Work is performed in Guam.
