The Substance Abuse and Mental Health Services Administration awarded $749,432 to the City of Martinsburg on September 30, 2026, under the Center for Mental Health Services Projects of Regional and National Significance program (CFDA 93.532) to establish the Martinsburg Mobile Crisis Integration Partnership. The project will expand behavioral health mobile crisis and co-response capacity across Martinsburg in Berkeley County and Charles Town in Jefferson County, West Virginia, with limited response to surrounding municipal areas as operationally feasible. The initiative will strengthen coordination among 988, 911, public safety, crisis providers, hospitals, and treatment organizations to deliver community-based crisis intervention for children, youth, adults, and families experiencing mental health or substance use crises. Services will target individuals identified through law enforcement, fire/EMS, 911, 988, hospitals, behavioral health providers, schools, families, or self-referral, including those with suicidal ideation, serious mental illness, substance use or overdose risk, co-occurring conditions, trauma, homelessness, or justice involvement. The project will serve a minimum of 200 unduplicated individuals in year one and 250 annually in years two through four. It will expand the behavioral health workforce, reduce unnecessary law-enforcement-only responses and emergency department use, improve stabilization and connection to care, and establish shared data systems for monitoring response timeliness and outcomes. The period of performance runs through September 29, 2030. Place of performance is Martinsburg, West Virginia.
