Description

Regional homeless alliance (RHA) project will support the collaborative partnership that evaluates and addresses the complexity of homelessness from a regional perspective and provides coordinated homeless outreach, housing, and case management services within the southwest riverside county region. Member jurisdictions include the cities of murrieta, temecula, lake elsinore, menifee, and wildomar. The RHA utilizes public, private, and non-profit sector resources to ensure seamless housing services to meet the goal of functional zero homeless. The overarching foundational principles at the heart of the RHA are that homelessness can be solved (functional zero homeless), that the cycle can be broken, and that those who desire help should be able to receive IT in a coordinated, efficient manner. Homelessness should remain rare, short-lived, and non-repetitive. Since 2016, the city of murrieta has led the effort to implement the RHA's strategies/interventions through responsible compassion, street outreach, and by connecting individuals experiencing homelessness to appropriate programs and services. The populations to be served are homeless individuals and families, and those on the brink of homelessness. The project goals are to achieve regional functional zero homelessness, or a bed available for all who desire to achieve housing sustainability. Measurable objectives include a decrease in sheltered and unsheltered homelessness as measured through the annual point in time counts and city censuses, annual clients served through outreach and sheltering, and housing sustainability reached through active case management. Additionally, this project will formally develop a joint powers authority to provide regional homeless services to the five-city area.
