About this award
The State of Maryland Department of Natural Resources received a $1.35 million Clean Vessel Act (CVA) project grant (CFDA 15.616) from the U.S. Fish and Wildlife Service, effective July 1, 2025, through June 30, 2027. The award supports Maryland's comprehensive recreational boating sewage management program through four primary objectives: (1) constructing, renovating, or acquiring 21 pumpout facilities ($337,500); (2) purchasing one mobile pumpout boat ($150,000); (3) operating and maintaining pumpout systems across 100 marinas and three pumpout boat operators ($570,000); and (4) conducting boater outreach and education initiatives to inform approximately 10,000 individuals about proper pumpout usage ($42,900). The program leverages partnerships with private marinas, the Marine Trades Association of Maryland, and the Maryland Clean Marina Initiative to remove millions of gallons of vessel sewage annually while promoting environmental best practices for marinas and recreational boaters.
Sub-awardees support program implementation through specialized services: the Arundel Rivers Federation, Inc. operates a pumpout boat for operations and maintenance activities (awarded January 22, 2026), and the City of Annapolis maintains pumpout boat operations in the Annapolis area (awarded November 25, 2025). Maryland's matching fund contribution and requirement that marinas of certain sizes maintain pumpout facilities demonstrate the state's commitment to sustainable marine sanitation infrastructure, complementing the federal investment to ensure reliable vessel waste disposal services across the state's waterways.
