Description

Community project funding/congressionally directed spending - construction - trillium family services is oregon's largest and most comprehensive provider of mental and behavioral health services for children and families. Over the past year, trillium has served over 30,000 young people and their families in both residential settings on two campuses as well as through community-based programs. During the covid-19 pandemic, trillium's clinical and therapeutic staff transitioned to providing key aspects of care through teletherapy to provide safe, online access to family members and other clinicians to clients on campuses as well as direct care to community-based clients. This has allowed continuation of care to oregon children throughout the pandemic without disruption, despite enormous health and operational challenges. This tele-therapeutic support has stretched trillium's current IT and telecommunications systems to the limits of its current and anticipated capacity. Trillium's overall use of zoom has increased 1,650% since march 2020 (from approximately 200 meetings/month to about 3,500/month). Trillium is also continuing to expand services into new areas which will increase its use of teletherapy. Funding is requested to expand and improve equipment and technological infrastructure: 1. Equipment - $148,176.95 a. Trillium will purchase updated point-of-service personal computer devices that replace more than half (125) of the existing units that are functionally obsolete at over 5 years old (estimated $120,699.75) b. Trillium will purchase 20 specialized laptop devices that can move with all of its psychiatrists to all the care settings they work within ($27,477.20). 2. Infrastructure - $40,802.28 a. Trillium will purchase and install a new UPS battery back-up system that will ensure continuous phone and internet service during power outages such as the recent multi-day ICE storm in february 2021 ($32,207.28). B. Trillium will purchase and intsall wireless access points (AP) and POE injectors to support improved WIR eless performance across campuses to support therapeutic care and communication ($8,595.00). Performance standards will be based on project completion within one year of approval of this request (2022) with increased clinician time for teletherapy; improved quality of teletherapy sessions from updated equipment and WI-FI. Trillium's information systems staff will purchase items as part of their ongoing operational work responsibilities. These updates and improvements listed below will improve the speed and functional impact of trillium's teletherapy and other on-line activities for its clients and families across oregon. - replacing out-of-date equipment is expected to reduce the number of related support requests by approximately 60%. This will result in increasing the clinicians' available time for teletherapy as technical issues are decreased. - new equipment will also improve the audio and video quality of telehealth sessions over older equipment (i.e. higher video resolution, improved WI-FI capabilities, etc.) - current WI-FI used by clinicians is limited to older 802.11 standard and is mostly limited to 2.4GHZ, 300MB bandwidth. A replacement system using WI-FI 6 will greatly increase available speeds (up to 10GBPS), use less power, improve reliability in congested environments, and supports better security.
