The U.S. Department of Housing and Urban Development (HUD), through its Assistant Secretary for Community Planning and Development, awarded $67.845 million to the Vermont Agency of Commerce and Community Development (ACCD) on August 19, 2025, under the Community Development Block Grants/State's program and Non-Entitlement Grants in Hawaii (CFDA 14.228). This Project Grant, with a completion date of August 18, 2031, funds long-term disaster recovery and mitigation activities in presidentially declared disaster areas. ACCD will utilize these funds to support infrastructure restoration, housing acquisition and rehabilitation, economic revitalization, and mitigation activities in Vermont communities impacted by qualifying disasters. As the prime grantee and state pass-through entity, ACCD will develop and execute a comprehensive Action Plan outlining the allocation of funds across multiple recovery programs, subject to HUD approval. All funded activities must clearly address direct or indirect impacts of the covered disaster within designated areas. ACCD, which has demonstrated substantial expertise in administering HUD housing and community development programs, will manage fund distribution to local governments, nonprofits, and other subrecipients throughout the state. The grantee must maintain records demonstrating compliance with Title I of the Housing and Community Development Act of 1974, as amended, and retain documentation for three years after project completion is reported to HUD.
